Overview

The Central Okanagan Foundation in collaboration with the Community Advisory Board on Homelessness is accepting applications for funding under the Reaching Home Designated Communities funding stream.
 
The Central Okanagan Foundation serves as the Designated Communities Community Entity (CE) for City of Kelowna through an agreement with the Government of Canada. The Community Entity supports the delivery of the Reaching Home program and is responsible for leading sub-project solicitation processes in collaboration with the Community Advisory Board on Homelessness
.


Reaching Home, launched in 2019, is a community-based program aimed at preventing and reducing homelessness across Canada. This program supports the goals of Solving the Housing Crisis: Canada’s Housing Plan and the National Housing Strategy and provides funding and support to urban, Indigenous, territorial and rural and remote communities to help them address their local homelessness needs.

Under Reaching Home, the Government of Canada works with communities to deliver projects based on community priorities and data with clear outcomes.

VETERANS HOMELESSNESS PROGRAM GRANT

Stream 1: Services & Supports

Overview

The Central Okanagan Foundation (COF) is pleased to announce a Call for Proposals (CFP) under the Government of Canada’s The Veteran Homelessness Program (VHP), Stream 1: Services & Supports.

The VHP is administered by Housing, Infrastructure and Communities Canada (HICC) and is designed to prevent and reduce Veteran homelessness across Canada. COF supports the delivery of the VHP in Kelowna and is responsible for leading sub-project solicitation processes.

Veterans have served Canada courageously and deserve a safe, affordable place to call home. The VHP’s Services & Supports stream funds rent supplements and wrap-around services, such as housing placement, counselling and treatment support, for Veterans experiencing or at risk of homelessness. Organizations must align with the VHP Directives and apply under Eligible Activities.

April 1, 2026 – March 31, 2027: $212,000

April 1, 2027 – March 31, 2028: $212,000


Applications are now open. Completed proposals must be submitted via the COF Grants Portal no later than July 31, 2026 at 4:00 pm.

Eligible Activities

Funded projects may include housing services, rent supplements, prevention and shelter diversion, health and medical services, client support services and community coordination for veterans experiencing or at risk of homelessness. Who Can Apply

Eligible applicants include non-profit organizations, Indigenous organizations, municipal bodies and other community service providers with demonstrated experience serving veterans or individuals experiencing homelessness.

How to Apply

The CFP package, including the application form and evaluation criteria, is available through the Central Okanagan Foundation Grants Portal. 

Required Budget Details Template, Signing Officers Authorization, VHP Partnership Template and VHP Declaration forms are available via email by contacting Nicola at nicola@centralokanaganfoundation.org to receive the full CFP package and required forms.

Upload all completed forms with your submission in the Grants Portal.

Completed proposals must be submitted via the COF Grants Portal no later than July 31, 2026 at 4:00 pm.

IMPORTANT: We encourage interested organizations to review the application as well as the Veteran Homelessness Program: Directives – Housing, Infrastructure and Communities Canada carefully before applying.
